There are certain franchises that wallow in mediocrity no matter what they do, and Cleveland is one of them. It's not natural that the Browns have been so bad for so long with all those high draft picks and never finding a star quarterback. They seemed to make some strides last year by going 7-9, but remember they were facing the relatively weak NFC South and AFC South.
